Phasmos is available during the Fall, 2016 Season event after you have unlocked the sapphire stones of Skarr, Nightshade, and Ebon. It possesses mind-boggling strength in the millions.

At level 1, you get Freeze.
At level 2 you get Spell Flux.
At level 6, you have Cloak
And of course, Ice Resist at level 9 is nothing to complain about.

You need evolution stones to level up Phasmos (4 of them). You can obtain these during the Fall, 2016, event by spending sigils which you obtain through luck of chests and in some event prizes.
